Securing the Balkan Mosaic: Cyber–Physical Resilience in a Hybrid Era

The Cybersecurity Dialogues are growing from a local and national policy and awareness initiative into a regional convening platform, aligning with the maturity of Southeast European countries security agendas and their ambitions for a thorough Euro-Atlantic integration. We also recognize the critical importance of including the gender perspective into cybersecurity and at a broader level, in all the aspects of security policymaking. New strategies should be inclusive, representative, and resilient.
Romania, and Sibiu in particular, plays an increasingly vital role as a regional hub for cybersecurity and hybrid threat coordination. The presence and the coordination of national and international actors reinforce the city’s strategic relevance for multilateral dialogue, policy development, and private sector engagement in cyber defense and digital resilience.
As it moves toward a broader outreach and a strategic outlook, the 11th edition of the Cybersecurity Dialogues marks a new chapter in the evolution of the Congress for the next decade. In the face of evolving hybrid threats — from cyberattacks and critical infrastructure vulnerabilities to regulatory disruption and disinformation — Sibiu will host key public and private actors from across the Balkans and beyond (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Montenegro, North Macedonia, Serbia, Slovenia, Turkey, Moldavia, Romania).
