// Our vision

The leading strategic dialogue platform for the Balkans

Since its creation, Sibiu Cybersecurity Dialogues has evolved into one of Southeast Europe’s leading platforms for dialogue on cybersecurity, strategic security and regional cooperation.

The 2026 edition marked an important milestone, bringing together government institutions, international organizations, industry leaders, academia and civil society to address the rapidly evolving security environment affecting the Balkans and Europe. Building on this momentum, the 2027 edition represents the next chapter in the evolution of the platform.

Today, cybersecurity can no longer be considered in isolation. It intersects with geopolitics, geo-economic competition, artificial intelligence, critical infrastructure, energy security, supply chains, digital sovereignty and strategic decision-making.

At the same time, the Balkans are entering a new strategic era. As European integration advances, regional economies grow, infrastructure investments accelerate and geopolitical competition reshapes the European landscape, the Balkans are becoming one of Europe’s most dynamic strategic and economic regions.

Understanding this transformation requires more than technical expertise. It requires geopolitical insight, trusted dialogue and informed strategic decision-making. That is the purpose of Sibiu Cybersecurity Dialogues.

Our vision is to establish Sibiu Cybersecurity Dialogues as the leading strategic dialogue platform for the Balkans, connecting governments, business leaders, investors, international organizations, academia and civil society to better understand the forces shaping the region’s future.

Beyond discussing risks, we aim to create the conditions for cooperation, investment and sustainable growth by fostering trusted dialogue between regional stakeholders and international partners.

// We believe

Security is no longer simply about protecting systems.

It is about enabling confidence.

It is about supporting investment.

It is about strengthening governance.

It is about creating the conditions for innovation, competitiveness and long-term prosperity.

Sibiu Cybersecurity Dialogues exists to transform complexity into strategic understanding and strategic understanding into meaningful cooperation.

// About the congress

An annual, non-profit, apolitical, neutral, non-marketing and non-technical 360° international dialogue on cybersecurity.

In 2026 the Dialogues opened to Southeast Europe: a cross-sector, cross-border forum for operational resilience, risk governance and the pragmatic co-construction of Balkan security futures.

// Strategic position

Why Sibiu. Why the Balkans.

01 //

Why Sibiu?

Romania has become one of Europe’s most important strategic actors at the intersection of cybersecurity, defence, innovation and geopolitical security.

Located on NATO’s Eastern Flank and at the gateway to the Black Sea region, Romania occupies a pivotal position within Europe’s evolving security architecture. The country has emerged as a trusted partner for Euro-Atlantic cooperation while increasingly serving as a bridge between Central Europe, the Black Sea and the Balkans.

Sibiu reflects this strategic position.

Over the years, the city has become a recognised meeting point where policymakers, business leaders, technology innovators, security professionals and international organizations engage in dialogue on the future of regional security and economic development.

As the strategic relevance of the Balkans continues to grow, Sibiu offers the ideal environment where dialogue becomes cooperation and cooperation becomes opportunity.

02 //

Why the Balkans?

The Balkans are no longer Europe’s periphery. They are becoming one of Europe’s most important strategic crossroads.

The consequences of the war in Ukraine, growing instability around the Black Sea, the acceleration of technological competition, increasing pressure on critical infrastructure, evolving hybrid threats and the growing importance of economic security have fundamentally transformed the strategic environment.

At the same time, the region is experiencing unprecedented economic transformation. New infrastructure projects, energy diversification, digital transformation, industrial investment and the progressive European integration of several Balkan countries are creating new opportunities for regional and international businesses.

For companies already operating across the Balkans—and for those looking to invest in the region—understanding geopolitical dynamics has become a competitive advantage. Sibiu Cybersecurity Dialogues provides the trusted platform where this understanding can be developed through dialogue, partnerships and shared expertise.

Beyond Cyber

Managing Geopolitical Complexity & Geo-Economic Security in the Balkans

The next step in the evolution of the Balkan security dialogue

The 2027 edition of Sibiu Cybersecurity Dialogues represents the natural evolution of a journey that began several years ago and gained significant momentum with the 2026 edition. As cybersecurity has become inseparable from geopolitics, economic security and technological innovation, the conference is expanding its perspective to reflect the realities shaping Europe and the Balkans today.

Recent conflicts have demonstrated that cyber operations, conventional warfare, artificial intelligence, disinformation, economic coercion and attacks against critical infrastructure are no longer separate challenges. They have become interconnected dimensions of a single strategic environment.

The war in Ukraine has reshaped Europe’s security architecture and reinforced the strategic importance of NATO’s Eastern Flank and the Black Sea region. Across Europe, governments and businesses are adapting to a new era characterised by geopolitical competition, technological disruption and increasing geo-economic fragmentation.

For the Balkans, these developments represent both challenges and unprecedented opportunities. As regional economies continue to grow, strategic infrastructure expands and several Balkan countries advance on their path towards European Union membership, the region is becoming an increasingly attractive destination for investment, innovation and international cooperation.

Understanding this transformation requires more than cybersecurity expertise. It requires a broader understanding of geopolitical complexity and its impact on business, investment, governance and strategic decision-making.

Against this backdrop, Sibiu Cybersecurity Dialogues 2027 broadens the conversation beyond the cyber domain while remaining firmly anchored in its core identity. The conference aims to position itself as the leading regional platform where cybersecurity, geopolitics, geo-economic security and executive decision-making converge to help governments, businesses and international partners better understand the future of the Balkans.

A defining ambition of the 2027 edition is to strengthen dialogue between public institutions, private companies, international organizations, investors and academia. The private sector is not simply an audience; it is an essential actor in regional security, economic resilience and technological innovation. Likewise, governments, international organizations and civil society each contribute unique perspectives that are necessary to building a secure, competitive and prosperous Balkan region.

Sibiu Cybersecurity Dialogues also seeks to become the preferred meeting point for companies already operating across the Balkans, as well as for international businesses and investors looking to better understand the region, develop trusted partnerships and identify new strategic opportunities.

By connecting geopolitical analysis with economic opportunity, the conference presents the Balkans not merely as a region exposed to hybrid threats, but as one of Europe’s emerging strategic hubs—where security, governance, innovation and investment increasingly reinforce one another.

// More than a conference

More than a cybersecurity conference, Sibiu Cybersecurity Dialogues is becoming a strategic platform where complexity is translated into understanding, dialogue into cooperation and security into sustainable economic development.

// A platform for regional cooperation

The future of the Balkans depends on cooperation.

Because the future of the Balkans will not be defined only by the crises it faces. It will be defined by its ability to understand complexity, build trusted partnerships and transform strategic challenges into long-term opportunities.
