Mr. Danut MAFTEI, PhD is currently working for the Romanian National Cyber Security Directorate (DNSC – a governmental body responsible with ensuring cybersecurity for the RO national civilian cyber space) as a Senior Cyber Security Expert on Policies, Strategies and Cooperation.

He graduated from the Police Academy in Bucharest and has a PhD degree in Public Order and National Security.

Characterized by a strong commitment to professional integrity, quality and high motivation, Mr. MAFTEI has been performing continuously official duties for more than 30 years, as follows:

At international level:

  • as a Cyber Diplomat within the RO Permanent Representation to the EU (Minister Plenipotentiary) and as the Vice-president of the Horizontal Working Party on Cyber Issues/HWPCI – EU Council (Cyber Diplomacy; Cyber Issues; drafting EU Directives and Regulations; Foreign Affairs; Digital Affairs; International Cooperation; Relations; Negotiations; Protocol);
  • as an EU/TAIEX expert/speaker, working with European Commission for sharing knowledge and expertise with EU partner countries (Cyber Diplomacy; Cyber Issues; Western Balkans, East Europe, LAC countries; Digital Affairs; Hybrid Threats; Disinformation; Cybersecurity Legal Framework; 5G Networks Cybersecurity; Cyber Certification of ICT Products and Services; FIMI – Foreign Information Manipulation & Interference; Protection of EU/ NATO Classified Information; Accession to the EU of candidate countries – legal reviewer RS, MK, ME, MD, UA);
  • cooperating with DCAF (Geneva Centre for Security Sector, Swiss organization) as a speaker for several workshops and study visits;
  • as a diplomat in the Western Balkans for seven years (post conflict countries – BiH/EUFOR and Kosovo).

As the Head of Liaison Office of Romania in Kosovo / Minister Counsellor (diplomatic mission), he was acting for 5 years as a focal point, at the HQ level, with UNMIK and UNDP, NATO/KFOR, COM, OSCE, Council of Europe, EULEX (CSDP Mission), embassies, local institutions, think-tanks, NGOs and crisis/humanitarian actors (Cyber / Diplomacy; Cybersecurity; Crisis Management; Foreign Policy; Human Rights; Consular Affairs; EU Development Programs; International Security; Political Relations with 3rd countries; Accession to the EU of the partner countries);

  • as a diplomat within the Romanian Embassy in the Kingdom of Spain (Minister Plenipotentiary), with the same duties;
  • an EU expert to assess applications for EU funding (ID EX2024D958233);
  • as a national expert and focal point involved in European and Institutional Partnerships on Cyber Issues, International Relations and Cooperation.

At national level:

  • as a Senior Cyber Security Expert for DNSC (Cyber Security; Cooperation/International Relations on Cyber Issues with EU Member States, EU Institutions, Bodies and Agencies, Western Balkans, East Europe; EU/National Policies, Strategies and Legal Framework on Cyber Issues; Cyber Diplomacy; Foreign Affairs; Crisis Management; Artificial Intelligence; Cyber Education/Training; Cooperation with Private Sector and Academia);
  • as a speaker during national / international conferences;
  • involved in academic activities (researching & publishing scientific articles on Cybersecurity, Hybrid Threats, FIMI, National Security, lessons learned and best practices, acting as a peer-reviewer – ORCID ID: 0009-0003-8115-4430), etc.
  • a Project manager for Romania of the DYNABIC Project (EU funded project on cyber security for Critical Information Infrastructure Protection, Dec. 2022 – Nov. 2025).
